The 4th Regiment, United States Colored Troops (USCT) was organized in 1863, following the issuance of the Emancipation Proclamation, which authorized the enlistment of African American soldiers into the Union Army.

Composed primarily of formerly enslaved men and free Black volunteers, the 4th USCT served with distinction in the Eastern Theater of the Civil War. The regiment participated in operations along the Atlantic coast and in Virginia, contributing to the broader Union effort to defeat the Confederacy and end slavery.

The regiment’s flag was presented by the Colored Ladies of Baltimore, a powerful and meaningful gesture of community support, pride, and shared commitment to freedom. Such presentations symbolized the close bond between Black soldiers and the civilian communities that supported their service and sacrifice.

Like all USCT regiments, the 4th was led by white officers but repeatedly demonstrated its discipline, courage, and effectiveness in the field, helping to challenge prejudice and reshape the future of the nation.

The 4th USCT stands as a lasting symbol of the fight for freedom, dignity, and citizenship, and of the vital role African American soldiers played in preserving the United States.
