You’ve seen the iconic photograph: Douglas MacArthur addressing the world aboard the USS Missouri in Tokyo Bay on September 2, 1945, as Japan formally surrendered and World War II came to an end. What often goes unnoticed is the historic American flag displayed behind him—a flag with a remarkable story.
That flag was a 31-star U.S. flag originally carried to Japan on July 14, 1853, by Matthew Perry, commanding a U.S. naval squadron sent to secure a treaty with Japan. Perry’s successful mission led to formal diplomatic relations, access to Japanese ports by American ships, assistance for shipwrecked sailors, expanded trade, and ultimately the opening of Japan to other Western nations.
Ninety-two years later, the same flag returned to Tokyo Bay—this time carried by Perry’s cousin, General Douglas MacArthur. An Army courier delivered the fragile flag on a 9,500-mile journey, crossing 12 time zones in just 120 hours. Ordered to keep the wooden box containing the flag in his sight at all times, the courier slept with it, ate with it, and even took it with him into the bathroom. Exhausted upon delivery, he reportedly slept for two full days afterward.
At the time, the flag had been preserved at the U.S. Naval Academy in Annapolis, where conservators mounted cotton to its mildew-damaged face to prevent further deterioration. During the brief 25-minute surrender ceremony, the flag once again bore witness to history—symbolically linking the opening of Japan in the 19th century to the close of a global war in the 20th.
This extraordinary flag stands as a rare and powerful symbol of American naval history, diplomacy, and the long arc of U.S.–Japanese relations.
