Before the creation of the Continental Navy, George Washington authorized a small squadron of six fast, lightly armed cruisers to harass British shipping along the Atlantic coast. Operating under this flag, Washington’s cruisers captured British vessels and seized vital supplies, providing early naval resistance during the opening phase of the American Revolution.
The flag’s design is traditionally attributed to Washington’s secretary and was later adopted by the Massachusetts State Navy. Its powerful motto, “An Appeal to Heaven,” is drawn from the political philosophy of John Locke, expressing the belief that when earthly justice fails, the final appeal rests with divine authority.
As with many Revolutionary-era flags, no original Washington’s Cruisers flag is known to survive. Period references suggest that more than one version may have existed. For this reason, we offer two historically plausible designs—this being Version 1—each representing a well-supported interpretation of how the flag may have appeared.
